Problem with Cygwin1.dll

I am trying to run the executable for a program from the bin folder and it is saying I need cygwin1.dll, what is this, and how can I fix this problem? I've never come across this before. Any help is GREATLY appreciated!

I found that exact page and it didn't really help, found it confusing. I am using codeblocks

Can you find that dll on your computer at all?

I found it searching my whole C drive... but after that... idk what to do withit!

You may need to update the system path or reinstall cygwin?
