Not enough disk space to install

My F: drive has 30 Gb left. Why does it say: You may need to free up disk space to install.
Here's the screen: http://s3.postimg.org/i8aa40mqr/image.png

Thank you.
File System: FAT32
I guess this is the problem.

Edit: and it installs many components on disc C too.

What should I do? Can I change Fat32 to NTFS and simply move the program files in C:\ to F:\ for free space, since C:\ has run out of space?

Yes, you can convert F: /fs:ntfs

simply move the program files in C:\ to F:\ for free space
It is not simple. Generaly simply moving program folders is a good way to screw up your system as registry entries will still point to old paths

Does it not installs? It says You may need to free up disk space to install, but what if you ignore this and proceed anyway?
On a side note:

Is there a reason why you aren't using Visual Studio 2013 Community Edition? It's pretty much exactly the same as professional with only differences within the licensing.
@MiiNiPaa: You can see the install button not ready to be clicked.
@Avilius: I'm justing looking for a free version to learn C++ basics. Why do you suggest Visual Studio 2013 Community Edition? The problem I encounter here is disk space and that version seems to require more space than the Express version.
