is it safe to delete InstallShield Installation Information file; I would like to download Visual Studio to do basic C and C++ programs; do I need to have Microsoft Windows Installer or does it install once download begins

I personally would recommend you download the entire ISO file instead of using that web install thingie. The file is huge, several GBs, but after you have the file you can install/change/uninstall features without the need for an active internet connection.
FYI, you need to do a custom install, the default/regular install doesn't install C++.
After you download the ISO mount the file in virtual drive software and install.
If you don't have virtual drive software just do a search. :)
