Depends on your definition of "download". Every single byte of information on the web page will need to be transmitted over the connection and end up in the memory of the device running the browser.

Whether that information is stored in discrete, identifiable files on the device's filesystem, matching the files on the server, is an implementation detail of the browser.

Depends on your definition of "download".
You could save the web page to a disk and see how many files it has.
