How to start with C++

Where can I download C++ and some simple tutorial how to make first program compiled? What I need to download if I want use GDI+? Is there some program which can use C++ to write / test correctness of syntax or preview the code / and then compile it? Such program should have possibility to set black background or change syntax highlighting.

I use Windows XP SP3, 32 bit system
