APP Delelopment

Well, I finished my latest class. Thanks to all for helping me. Now on to bigger and better things. I am planning to write an app for my Fantasy Football league (for use next year) and I'm trying to find info on where to start. I know what I want to do and I have been "storyboarding" but I'm wondering what language to use. I have also seen somewhere that web based APP's are popular. Can anyone provide any info?
