I actually got hold of the writer and this was his reply.

My question was simply "Was it your choice to write the Julia article on Wired or did the editor assign it to you? Just curious how Wired's editorial is set up.".

My choice in that particular case. Sometimes stuff is assigned. (FWIW, I didn't write the headline on that). It's a mix of both. Writers are expected to come up with their own story ideas, and to cover stuff that's assigned.
