Graphics cards

Companys like sapphire and evga make graphics cards based on Amd and Nvidia gpus. What I want to know is are they part of those companys, and if not do they have to get permission from them.
It's called a licensing agreement. It allows the GPU manufacturers (Intel, NVidia, AMD\ATI) to focus on developing the speed and performance of the devices core processor while the PCB manufactures work on the interfaces, packaging, memory and buses, power and cooling concerns, etc. It's essentially the same thing that companies like Texas Instruments do with their products. It's actually exactly the same thing that happens between the Motherboard and CPU manufacturers in the PC market, except that GPU's aren't field replaceable yet...
