Excellent point. I should have mentioned that it's the water in the leaves that makes them opaque to satellite dishes.
Of course, I got what you meant. Still, I specified "atmospheric" because water in clouds (whether as vapor or droplets) is much less dense than liquid water. GPS, for example, is supposed to be completely unaffected by weather, but even a 1 mm-deep pool of water completely blacks out the signal.
Some questions just aren't worth the effort in answering.
