How do i run installed programs on linux debian and how to install a gui without internet?

Am new to linux and i dont have any gui installed. I would like 2 know which website 2 go 2, 2 download the gui and how do i install it after downloading. And how do i run installed programs such as python?
The title says you don't have internet access in the title, but imply you do in the text.

The easiest way to get started with Debian without using the Internet is to start with a full set of DVDs. Usually, the first is sufficient.
There are a few GUIs you can choose from. I would say that the big two are KDE and Gnome, though there are lots of other good ones (I use Cinnamon and Mate on my machines at home).

With an internet connection in debian, you can

$sudo add-apt-repository ppa:kubuntu-ppa/backports
$sudo apt-get install kde-desktop

or

$sudo apt-get install x-window-system-core
$startx



Without an internet connection, look for .deb files at the following sites:
KDE: (The Kubuntu package is probably most compatible with Debian):
http://community.kde.org/KDE_SC/Binary_Packages
Gnome: http://www.gnome.org/getting-gnome/

Note it can be very hard to find the .deb packages online. Most people assume you have internet and provide it in an apt-get repository.

It is very easy to get the URL of packages that apt-get uses with a script like this:
# sudo apt-get install -qq --reinstall --print-uris bash | perl -lne "/'(.*?)'/;print \$1"
