If you mean an IDE(Integrated development environment) then I suggest either using code blocks or visual studio.
DEV C++ is good but it hasn't been updated in a while. Eclipse is nice because it has a built in console so that it doesn't show up any time you want to compile, but it has some bugs. I have tried many so far and I would say that Code Blocks is the best.
