Starting over, need any advice

So I've recently upgraded to Windows 7, and with that, I would like to start fresh. What I mostly would like help with is, setting up my libraries. Either DirectX(DirectX 10), openGL, or GDK = http://www.microsoft.com/express/samples/gamecreators/default.asp . I'm mostly interested in Game programming. I've heard that DirectX is better for more advanced projects, but has a higher learning curve than openGL. I don't really know much about GKD. Is it just an add on for DirectX? Also, if you can provide any good resources and/or guides, I would very much appreciate it! Thanks everyone!

EDIT: Also, I've heard that windows 7 comes with DirectX 10 installed. Is that true? If so, I cant seem to find anything.

Runtime libraries are not the same as development libraries.
learn a programming language of your choice first before learning this.

Black, I do already know a programming language, C++. Thats why I'm seeking
advice here.
goto youtube, there is a name helpfulprogrammer who teaches DarkGDK and lusikkamage who teaches Allegro and SDL. this is only a quick reference to get you started, and make a simple game called pickin' sticks. to learn more, get a book and read.
