Installing Eclipse for C++

I'm installing Eclipse for C++ and was wondering since Eclipse is an IDE does it include a compiler or will I need to install and setup a compiler for use in the Eclipse IDE?

If I need to install a compiler would someone be so kind to provide me direction on download links and install methods.

I plan on downloading Eclipse from this link below. Is this the correct link? Is there anything "steps" I should take other than 1.)Download 2.)Install in order to get up and running? By running I mean build/compile/run for educational learning aspects.

Hope this question isn't to broad. I just wanted to get some clarity on understanding how to get Eclipse up and running for C++ on a windows 10 system. I guess I've been on a Unix machine too long. :)
I think I got it. Wanted to avoid the frustration but I believe I have it. I've followed these instructions below should anyone revisit this post.
