Creating Android Lock Screen App?

Never created an app before, and pretty new to C++, but it's an app I want to make as soon as possible. Basically, an app that acts as your lock screen, and won't let you unlock it unless you do something specific, like a math problem.

Are there are tutorials, or any resources I can use to get me on the right track in learning to create this app? Don't really need to make it anything too complex.
What makes you think C++ is the right language to do this, considering Android uses Java as the primary language for the platform?
I dunno. I don't know the first thing about Java, I know you can use C++, and I like learning C++. Could it possibly hurt performance or something? Programming isn't my top priority at the moment, so not sure I want to jump into a new language's syntax.
