Quit early on Tuesdays when the moon is full

I have seen the phrase "If you want to quit early on Tuesdays when the moon is full" many times regarding c++ code, almost always followed by if (today=="Tuesday" && moon.isfull()) /*...*/. I realize it means that you must provide good cleanup, deallocation etc. etc., but why excatly that phrase?
I've not seen that term myself, but I believe it mean you need to deal with the unlikely cases.

That's not really a valid question because there are many cliches similar to that phrase you mentioned in the fact that they are popular sayings..
