Mono is not Microsoft property, it's a project developed in an effort to give .NET portability, however .NET official releases are for Windows platforms only. Mono has some of .NET 2.0, some of 3.0 and some of 4.0. Check http://mono-project.com/Compatibility for full compatibility details, also note that Mono has no support for WPF at all.

Making a portable app with .NET, at this moment, is difficult or impossible. Even if you manage to run an app with Mono you can't use all of .NET features.
