Fontconfig - Windows XP, MinGW?

Has anyone ever build Fontconfig on windows before. When I try to configure it for my system in MSYS (./configure), it tells me it can't find pkg-config. There seem to be a toolchain of dependencies for pkg-config as well.

There must be an easier way. Could anyone suggest how to build and install pkg-config.
