Programming Board Game AIs

If you create an AI which is capable of playing a board game. Let's say Scrabble for example, is there any kind of legal issue with releasing it:

If the program allows you to play the game vs the AI (which I assume the answer is yes major issues)?

If the program just contains an AI capable of playing the game as per the rules, but does not contain the game board or tiles? i.e. You cannot play the game vs the AI or otherwise.

If the program contains no AI but just the game board + tiles?
Legal issues? What kind of legal issues are there with AI?
Well if I released a Scrabble game with the same rules, same game board, same tiles and a computer opponent, I'm obviously going to be breaching the copyright on the game and the game board patent. If I just make a computer able to play the game though and do not include any explanation of rules of the game or any patented designs involved in the game, then it's fine? Is my question.

I guess it is even if you include the rules.
Many games have a lot of remakes, and they don't deal with legal issues.
I don't think you can sell it for money, anyways.

If you make a racing game with your own cars, you won't deal issues about racing.
