Webpage creating help! please?

Hi all, I am creating a forum site. much like this, but on a different subject and i was just wondering how to create your own live thread forum webpage.
I know a fair amount of HTML, CSS and so on! But, how would you actually make it. PHP, or other ways?

Any info thanks.

If possiable could you list a procedure for me, ect...
1)make webpage layout
2)create a basic variable and functions for forums
3)using ???? make it possiable to ????.

Dreamweaver^[1] is a start. If you haven't heard of it, read up on it. It's a piece of software (developed by Adobe) that's used to create web pages.

Dreamweaver, MS Frontpage (if still around) etc generate too much un-necessary HTML,CSS code that can 'bloat' your web pages. Furthermore, some of them insert proprietary tag (think MS) into it. That is why most experienced Web developers prefer to use them to get the template and then hand-code to trim out all the un-necessary tags to keep the Web page lean and mean. The size of HTML pages matter if it is getting a lot of hits.
