Programming NetWork camera

Guys need to do a project in c + + checking a camera network. I would like to better understand how this program works and need to do some network protocol to provide power for the user to view this camera via the network. If someone can help me I appreciate it.

Are you asking how to retrieve images from the camera? Or do you already know how to do that?
Who is the user? A programmer or a layman?

Actually I just need to recover the camera streamed over the network.
How can I develop this procedure? Do you have any simple example in c + +.
