That error is because the driver to talk to your optical drive is not on the Windows disk. You should have an installation disk from the manufacturer with everything you need on it. What is the model on the laptop?
I never seen that error before, that windows does not recognize optical disk without a specific driver.

Generally you won't because either the generic device driver recognizes the device and just works or you are using the disk supplied from the OEM. OP must be using a disk that was packaged with a different system since Toshiba will probably want to charge him around $20 USD for a replacement disk.
