Converting C filestream to C++

I have reconstructed a C code to C++ but I have no clue what to do with the file stream. but I want it to be written with fstream.h can anyone do it for me in this code.

I'm sorry I have to make this program in C++ 98 which is the borland I think. My school doesn't have any other compilers.
That's not even C++98: based on those include files, your school is apparently frozen in 1992 or so, way before C++ was formalized.
Can someone please do it for me. I'm clueless what to do.
Does your compiler has an include file fstream.h ?
