Windows like steam

I'm looking for a Library which allow me to create windows like steam.

I want not have a basic windows but a special windows. Like on this program but I never found the library :/

Steam windows means a lot of things, what specifically about these windows are you trying to recreate? The colours?

No, a windows like steam, so with personnalized frames, etc

I imagine you would have to start windows without frames, and then draw them in the client area? Then the functionality of the frames, dragging etc., I don't know.
