Try running the xcopy command in a console and figure out which files can't be found. You probably have something wrong in your path. My guess is that GAMEPLAY_PATH needs to be %GAMEPLAY_PATH% or ($GAMEPLAY_PATH).
I wish there was a way for us to recommend that your account be locked until you write a paper explaining at least ten reasons why this request right here is a terrible idea. Unless Stewbound is someone you know from meat-space, in which case I apologize and withdraw my statement.
Another possibility is that 'GAMEPLAY_PATH' is a macro that you forgot to set and now the IDE is taking it for an empty\default string. There's no reason you should be poking around in the targets file, doing that kind of defeats the purpose of using an IDE.
Also, reconsider that color scheme. You may be young now but eye strain can sneak up on you and it's not worth it just to have a "cool looking UI".

+1. it can even happen to you when you are young (im 17). i had a very dark color scheme like that on gedit, and now I am wearing glasses because of it (granted at the time it was dark in my room to begin with and i spent hundreds of hours on my laptop back then)

What was a stupid idea? The colour scheme? If you were unhappy with the colour scheme in visual studio, you can change it in visual studio. You don't need to go to another IDE. The IDE you are now using (Dev C++) is far inferior to VS.
